James was a silk weaver at the time of his son George`s marriage (1864);

Rules of the Fleet
Fleet Prison was usually used for debtors and bankrupts and contained up to 300 prisoners and their families. The prisoners had to pay for food and lodging amongst other things. The Warden was appointed by Letters patent and would often farm out the prison to the highest bidder. This custom led to a notorious reputation for cruelty inflicted on the prisoners for extortion. One such purchaser of office, Thomas Bambridge, who became warden in 1728, was of particularly evil repute. He ended up in Newgate Prison after a House of Commons inquiry. As long as prisoners paid the keeper compensation for loss of earnings they could lodge outside the prison walls in a particular lawless area known as Rules (or Liberty) of the Fleet. Irregular or clandestine marriages (away from home parishes) took place here leading to common-law marriage, though they were performed by ordained clergy. Around 1740 over half the marriages in London took place in the environs of Fleet Prison, i.e. the Rules of the Fleet.
